At first, the wheels of any vehicles were flat and the wearing surface was given some type of guide system. For instance, Roman made their roads of stone, cut grooves to guide the wheels. The vehicles were expected to travel both on the improved surfaces and also on ordinary dirt roads, so they couldn't have a flange. Some mines used a tramway with flanged rails.
