You can take any wood or steel coach, sleeper, or diner kit and cut away the closed vestibule at one end and then add brass railing to make an observation. However, there aren't many kits where this is practical, as they already offer an observation version (Athearn, Bachmann, MDC). This leaves the Rivarossi coach.
