It seems that the Tichy's decals are made by Funaro & Camerlengo, and the decals smear just as you apply decal setting solution. I don't think it's a matter of too strong a solution for the film but that the ink itself dissolves. You only find this out as you are just finishing up the model and you are applying the last coats of setting solution. Good time to trot out
