Clearance cars had a set of rods set at the desired clearance diagram, and if any of the rods touched something alongside or above, they knew they had a problem. I would think that only the major roads in the Northeast would need such a car, roads that went for miles underground to get into major cities, like New York City. Otherwise, they could just go out and measure the occasional overhead bridge. (So far have only discovered clearance cars on the NYC and PRR.)
