Just like it was feasible at one point to hire people to monitor traffic at grade crossings (crossing tenders), a policeman could be set up in an island in the middle of a busy intersection to monitor the traffic there. (Also at one point far enough back, there were no electric lights.) The policeman ALWAYS had white gloves on, at least from all the images I seem to recall.
