The first all-steel hoppers were built starting in 1898, by Pressed Steel Car Co. (At the time the company was named Schoen, after Charles Schoen, its founder, but shortly afterwards was renamed Pressed Steel.) At first the cars were 33 feet long, but the following year, a shorter 31 foot version was offered. The Pennsy ordered the longer version.
