First of all, true hoppers, with slope sheets and with the sides cut away below the slope sheets, came late in the 19th century. Second of all, all-steel hoppers were in production, and being built in vast numbers almost a full decade before the first truss-side (Seley) hoppers were designed. The Seley hoppers, while representing a significant portion of some roads' fleets, were greatly out-numbered by the all-steel cars.
