Apparently the USRA design committee based their single-sheathed box car design on the popular 9 panel Howe truss cars first introduced by the Bettendorf company a few years earlier. The USRA had to make a couple of concessions to the war-time conditions. The cars used pressed steel ribs (so-called "hat-sections") as the rolled Z-bars were in short supply. The end
