The railroad industry had a definite idea as to what a passenger car and wasn't, which revolved around the inclusion of passenger-type brakes, steam and signal lines. Thus what looked like a box car or reefer would really be an express car (and in terms of modeling it, you'd start with a box car or reefer kit). I have been discussing these cars with their look-alike relatives as freight cars.
