Railroads needed to weight some freight cars as some commodities were shipped by the ton. Thus the empty cars were reweighed at regular intervals and the light weight stencilled on the side of the car as part of the dimensional data. Then the car only had to be weighed once each time it was loaded, and the difference was the commodity weight. (Basically we are talking about loose materials like coal and grain.)
